[LM_NET] Public Library Rules?

Can anyone help me work out a list of library rules to post in a public
library?  We have middle school kids over here every day after school, and
it's great they feel so 'at ease' here.  But we want them to behave!  I
don't like the way they treat others, or the language they use.  Also,
hanging around with nothing to do drives the other librarians crazy.  Is
there a way to word these expectations in a positive manner so as to not
make them feel like we are giving them a bunch of rules to follow?  Does
anyone have any ideas how to post these ideas?
