[LM_NET] BOOK STUMPER: The Letter Carrier ??

Someone is looking for a childhood favorite which he thinks was called The
Letter Carrier.  It had very rich artwork, highly detailed, and stylized
with many creatures throughout.  There was a postman on a motorcycle in a
key scene and on the last page was a big cloud which was personalized into a
monster, sucking all the water out of the sea, and you can see the letter
stuffed in a bottle now exposed on the seabed.  The plot is all about one
letter and a monster that eats letters.

Probably American and the patron was born in 1970, if that helps.
