This is why it is so important to use Purchase Orders for everything.

What I find interesting is that the principal was willing to order 
something without seeing it first. I'm assuming that the 
"personalization" is actually the school name, rather than the name of 
the student. The price isn't too bad, but I think I'd be more inclined 
to order if I got a sample bookmark first.

The sales lady said she would send a "blank" invoice so your principal 
could put it on the 08-09 budget. That should have also raised a red 
flag. I can understand a postdated invoice, but not a blank one. How in 
the world would anyone know what was ordered with a blank invoice?

Finally, if this scam is to actually work, the school check has to get 
to the scammer. It might be interesting to call the phone number and ask 
for the sales lady. I'm guessing that if your principal had actually 
ordered the bookmarks that the invoice would have had another address 
for the check.
