Thanks for the great suggestions. The overwhelming suggestion was
kidsclick. I was hoping for something more "googleish" (Is that a
word?), but then they should just use google and discuss inappropriate
photos and what to do. Here are the suggestions below.

they have an image search called Picture Search Tools in the upper
middle of the screen or http://www.kidsclick.org/psearch.html

The Library of Congress offers many photographs, especially historical.
Most are available to print, copy, paste, etc., although some do not
have copyright clearance. Use NASA for space. If you subscribe to online
encyclopedias, most allow that students can use the pictures for their
projects.
What about Searchasaurus in Badgerlink. There are some pictures/images
there depending on what the topic is.
Ask.com image searching is far more tame that google. Good luck!
