I just wanted to chime on what was mentioned by Barb.
Teacher-Librarians ARE often expendable if they are not on a fixed
schedule and sometimes even if they are. In the state of Utah, my
experience has been that Teacher-Librarians are required at any
school that has 9th grade up but not below that. The result is that
elementary 'librarians' are non-credentialed, non-benefited positions
in almost every elementary and middle school in the state. The
recent charter school movement is the only reason I have a job!
Charters seem to value the library, at least around here. Even the
elementary schools were the library aide is a full time position
consider it classified and don't offer benefits. The exception (at
least that I know of) is the Cache District in the area around the
city of Logan, where every elementary has a credentialed teacher-
librarian. (Ironically, the city of Logan has it's own district, and
it's elementary schools have non-credentialed library aides in every
school but one) In Utah, it's not just the teacher-librarians.
Anyone who provides a 'prep' in most of the schools I've worked in is
non-benefited, non-credentialed, even though they are teaching!
Music, computers, library, art...doesn't matter. The Cache district
says they 'prefer' to hire a certified person, but will hire someone
non-certified if a suitable certified candidate is not available...
Is that the situation in most of your schools as well?
