[LM_NET] TARGET: Proposal template

[Nancy LeCrone <nlecrone@ROCKWALLISD.ORG>]

I've searched the archives and cannot locate a template for a proposal
to add a librarian position.  I'm also looking for a general template or
outline for a budget proposal.  I have my information but would like a
format or outline to follow so I won't leave anything out.
