[LM_NET] off-topic Copyright question.

To the copyright gurus:

Is it legal for a church worship ministry to rearrange songs, record them on a CD 
and then offer it to the church membership for a suggested donation amount without 
paying royalty fees?  I'm thinking it's not, and I want to be sure we aren't 
breaking any laws.
