[LM_NET] Student Privacy

I will begin my first job in a Library this fall.  I just finished my course work 
to obtain my Library Media Endorsement and a few of us are taking the Praxis II on 
Saturday.  A questions has come up that we need help with.  Who is entitled to view 
student circulation records?

Can anyone help with this one?
