[LM_NET] title of book?

I am hoping you can help! :) My husband has a coworker that is trying  
to remember the title of book that she enjoyed as a child. She is  
pretty sure it was a picture book. This is all she can remember:  
"there is a  mean raccoon (or possibly a bear) who ties knots in his  
sister's hair. The raccoon/bear also kicks over his friend's (a  
squirrel) nut pile."
Any ideas? :)
