Building a new school

Help me help my principal.  We are building a new school and will need a
new staff.  Of course staff will be coming from our existing schools as
well as hiring new people.  Have any of you gone through this before.
Here are her questions:

1.  Were there quotas set for how many people could be "taken" from any
one school
2. Was their an established number that had to be "new" and a number of
"seasoned" staff
3.  Was there a process established?
4.  What were the good results?
5.  What were the bad points?
