high school library annual budgets

I am a high school media specialist for a large urban school district.  =
The district administration has asked our Library Curriculum Council how =
much the district should budget annually for each high school library.  =
Has anyone ever done a study like this and budgeted the numbers for the =
minimum annual amount  for books, magazines, technology, certified media =
specialist salary, supplies, etc. in order to maintain the high school =
library?  THanks.
