I had the same problem, but one of our district level tech people found a way to 
unblock YouTube for my laptop based on its IP address.  I don't have the expertise 
to tell you how he did it, but perhaps someone in your IT dept. would know.  If you 
need more specifics, email me off list, and I'll get you in touch with the 
gentleman who helped me.
