[LM_NET] Copyright law question

After reviewing the great copyright links posted on LM Net this past
week, I have a question which had puzzled me before.  How does a library
reproduce a video which has been lost or stolen as discussed in Section
108 part (c) of the law?
 
Are we given license to borrow or rent a different copy to make our
reproduction?  Most of my education video collection isn't available
elsewhere for me find a copy to reproduce.  As I understand the law, I
can't reproduce copies in anticipation of my videos becoming lost or
stolen.  Maybe Destiny has a "to be lost or stolen" statistic in one of
its reports:)
 
"§ 108. Limitations on exclusive rights: Reproduction by libraries and
archives 
...
(c) The right of reproduction under this section applies to three
copies or phonorecords of a published work duplicated solely for the
purpose of replacement of a copy or phonorecord that is damaged,
deteriorating, lost, or stolen..."
