[LM_NET] Target: Instructional Improvement Plan

My district is having every department develop an instructional improvement plan. 
The libraries need to create their own plan with 2-3 goals. Does anyone have 
experience doing this and would be willing to share their information? I've 
searched the internet and have found many school districts that have developed the 
IIP, but very few having information about their libraries.
