[LM_NET] TAR: ELEM: Questioning

I am trying to help two second grade teachers encourage questioning before,
during, and after reading to improve comprehension.  These are the lower
ability classes in 2nd.  The students will make statements about stories or
take them at face value, but if they don't recognize words, they just gloss
over it.  We are talking about "questioning words" - who, what, when, where,
why, how.  They are not getting it.  How can we get them to wonder?
