[LM_NET] Charter School Library Budget or Account Quiestion

I am a first year librarian of a 3rd year Charter school. My quiestion is
for other Charter school's.  I have felt frustrated because I have not
been given an account or budget.  The school only has a community account
so if I collect fines for a lost book I can not replace it because I am
required to give all money to the community account.

I am also not allowed to buy books.  The fianacial counsel member buys the
books and decides what books come into the library.

Please give me information on how other charter schools handle their
library accounts and if your allowed a budget, so I can have proof to
present to the board.
