At our school, our PA runs a snack bar for students.  They wanted to
also have a place to sell school memorabilia (sweatshirts, etc.) and
were told that health guidelines forbid it a mixed-use area
(food/selling) in a school setting.

I don't know if that's local or state guidelines, but it's also a good
idea to check those before setting up a cafe in/near your library.
