The Parsons Avenue Branch of CML  is set up that way.  It is very confusing at 
times. Especially since the Main is still set up with Dewey  ( and most of the  
other branches I have been to) and the OPAC gives you the Call Number. But then you 
have to walk around the shelves of the Parsons branch to see what "General" heading 
you need and the signs aren't all that helpful. When I asked about it one day, I 
was told that it was easier for the patrons to find things as they really couldn't 
understand how to find things before.  It was said in such a condescending manner 
that I got the real impression that it  was more that they felt the patrons were 
too dumb to find things.  Fortunately, it is a small branch and so you don't have 
to go too far to find things.  Still, I found it very confusing.  And, since I was 
with some youngsters, it was frustrating.  The youngsters understood that all books 
had an address and that is how you found them.  Ah, well, I sincerely hope this 
isn't a sign of the future. 

By the way- when I was in the grade school I taught 1st and 2nd graders to find 
books by telling them that books had addresses - theynever had a problem if they 
knew the address of a book.  Ieven had one come back and tell me she was able to 
find her book in the Main library because she knew its address!!
