[LM_NET] Target: Free Webpage design for kids?

My daughter is working on a Technology Girl Scout Badge.  One option is for her to 
design her own webpage.  I searched Google for free website designs and there is so 
much out there.  Has anyone ever used one that is easy and free?  I'm just not sure 
where to start!  Thanks!
