This is what I found, "The characters often say '23 80', which refers  
to the $23.80 fixed weekly payment to WPA workers; so if you bet '23  
80', you are betting a lot."

This was in a customer review on Amazon.com for the dvds. Skip ahead  
to the reviews for the part quoted above. It is a ways down in the  
first review.
