[LM_NET] OT/TECH: Strange Page New Internet Explorer

I recently downloaded the most recent version of Internet Explorer.   Since 
then I get a strange page that comes up when I close a document of my  
computer.  It looks like an Explorer page.  It says Blank Page Road  Runner High 
Speed 
Online at the top.  In the address box it says  about:blank.
 
This happens no matter what kind of document has been open.  When I  close 
the document, this page pops up whether IE is open or not.
 
What am I missing here? It's driving me crazy.
