[LM_NET] Target: Cable & satellite companies vs. owners of the local TV stations????

I read this morning that recent legislation passed by Congress ALLOWS 
stations owners now to CHARGE the cable and satellite companies to carry 
their local and network offerings for what is currently offered for free 
over the air--and was once carried by cable and dish for free.
Does any know when and why this legislation was passed--other than that 
the owners greased the wheels more than did the cable and dish companies?
