I can help you with the second one -- front page of the NYTimes yesterday:

don't think this is the one your superintendent was looking for but it's a good
thought along the same lines
We shall one day learn to supersede politics by education. What we call our
root-and-branch reforms of slavery, war, gambling, intemperance, is only medicating
the symptoms. We must begin higher up, namely, in Education. ATTRIBUTION: Ralph
Waldo Emerson (1803–1882), U.S. essayist, poet, philosopher. "Culture," The Conduct
of Life (1860).
Here are three that might fit the request:
-Only the educated are free. Epictetus (55 AD - 135 AD), Discourses
-The strength of the United States is not the gold at Fort Knox or the weapons of
mass destruction that we have, but the sum total of the education and the character
of our people. Claiborne Pell (1918
-Next in importance to freedom and justice is popular education, without which
neither freedom nor justice can be permanently maintained. James A. Garfield (1831
- 1881), July 12, 1880
Is this the one?
Our society will not be great until every young mind is set free to scan the
farthest reaches of thought and imagination. - President Johnson
