[LM_NET] Target: Book - Fixing up City/Town/Park

Hello LM_Net colleagues --

I am working with a group this summer, and one of the leaders of the workshop
is looking for a book.  The information below is what she gave me.  Does this
book ring a bell with anyone?

"Do you know the book about the town/city that was fixed up by the people?  I
think they created a garden or park and it had been run down?"
