[LM_NET] target: Overdue books

I am in an innercity middle school and have problems with overdue books. We  
don't want to require monetary fines; my school says I can't kick kids off the 
 computers (we are a magnet tech school) until books are returned...Any  
sugesstions? I've had 2 books out since OCT!!!
