[LM_NET] ELEM reference material

In graduate school, we were given a checklist which
showed the kinds of reference materials that should be
included in a library program -  at a MINIMUM. You
know, at least "X" number of encyclopedias no more
than "X" number of years old. The sheet was divided
into, elementary, middle and high school.  I cannot
lay my hands on this sheet.  I DEFINITELY need to bulk
up our reference section.  Any suggestions for minimum
"must-haves"?
