TARGET: Library Standards and Funding - Virginia ONLY

I've received a request from a former student of mine who is now
studying to be a librarian (I'm so proud!). I want to be sure that I
answer her correctly and completely. Her question is:

---"I have been searching the Tazewell county and Virginia DOE pages for
information on how school library programs are developed,
funded and implemented in Virginia and am coming up short.  I have
located the Educational Technology Plan, but I'm looking
for something more comprehensive about libraries, not just technology.
Are there any general programs, organization or goals at
the county, division or state level?  I feel that perhaps I am just
looking in the wrong places.  How are libraries funded in
VA?  Again, I'm not finding anything specific while looking through the
DOE pages."----

My impression is that we do not have any state library standards or
programs in Virginia, and our funding is left up to the individual
counties (using state and federal funds). Does anyone know of some set
of library objectives/funding guidelines for Virginia that I'm not
aware of?
