TARGET: Saying

I am wondering if anyone has heard of this saying... Emeril used it on
one of his cooking shows the other day.  I'd like to know the beginning.
 (It's like a cute race with a lot of "plays on words")


the end goes something like this...

...rubberband is coming up the homestretch and bubble gum is sticking
to the inside.
