REF: Book title needed

Hi:

I'm looking for a children's book, at least 40 years old, with this =
plot:

A boy and his sister use magic seaweed to travel underwater.  The =
seaweed allows them to breathe underwater.  One of the places they visit =
is the land of lost things, where lost socks and penknives go.

That's it.  This is based on an old memory, but maybe someone has read =
it.
