TECH: Desktop Webpage

Hi everyone!

Greetings from sunny Dubai, in the United Arab Emirates!

I've just started a new job in the elementary library and am revamping the
look of the desktop applications to make them more appealing and user
friendly. In the process, the tech department has run into a relatively
minor, yet significantly annoying problem, as follows:

We are trying to create a desktop as a Web page. When we create a document
(such as SIRS-CD on our server) and convert it as a web page with the links
as the shortcuts to an application, a gray instruction box appears. It asks
if we want to save the application or open it with the File Download
window. The "Always Ask This Question" option is not highlighted (in other
words, its gray) so we are unable to un-check it.

So, we need to know either A. how to highlight the option OR B. override
the window all together. We want the students to be able to go directly
from the shortcut on the desktop to the application without the box
appearing. If the link is a shortcut to a website, then the box does not
appear.

Any ideas? Or anyplace else you could recommend I could go for advice?
