Many people asked that I post a hit of the responses that I got on this
topic. Here is the Hit

This was discussed on an Ed Media Association of NJ list and our former
president, Susan Heinis, clarified things for us. She stated that:
<Individuals who hold an educational services certificate do not have
to "qualify" as highly qualified.  At this point it means that we are
avoiding a lot of paperwork and it in no way reflects on our
profession.>

  Special Education teachers and Physical Education teachers are also
exempt.

This information regards NJ teachers. I am not sure if there are
different requirements in the other states.

According to a day-long inservice we had on the subject, I believe it's
just the core academic subjects right now.  Tennessee teachers can find
out their status on the state dept. of ed. web site.  Perhaps your
state has something similar.

Even though it may not be required, our site lists the status of all
state teachers.  I'm listed as "highly qualified" in "Communication
Skills" and "General Knowledge".  I guess that's what they're calling
library since I have an MSLS degree (33 hours of library courses) and
over 20 years experience, plus I had to take the Nat'l Teachers' Exam
in order to teach in Tennessee.

Correction to my last message:

Special ed people do have to qualify if they have primary
responsibility for teaching one or more content area.

I checked out the NJEA Review and it states that " All teachers with
primary responsibility for direct instruction in one  or more of the
core academic content areas must demonstrate that they satisfy the
federal definition of "highly qualified teacher."

Since we don't have primary responsibility of teaching English,
reading, or language arts, math, science, foreign languages, civics and
government, economics, arts, history and geography, we are exempt. The
exclude lists don't specifically mention librarians but maybe we are
included under teachers of technology.

Personally I am thrilled about not having to be included in this
requirement. I'm sure we both know "highly qualified" teachers who we
wouldn't consider good teachers.

Librarians don't have to do it.  I did it in my school with my
credentials as an English teacher but not as a librarian.

No, we are exempt.  I was filling out my paperwork this week for that
and realized that my content area wasn't on there.  I still had to fill
out the paperwork for my social studies cert and my elem ed cert.

Phyllis:

I was looking at it also yesterday and apparently librarians are NOT
part
of it.  I don't know if we should be mad or happy.  It depends on your
take.

I am a media specialist in Howell who was going through the same
question.  I called the Dept of Education in my county and they said it
is up to the district as to how to interpret the requirements.  I spoke
to the Supt of my district who said media people are exempt - no
paperwork is required.  I would call your board office to confirm that
your district is handling it the same way just to make sure.

On slide 8 it states:
<Who is exempt from meeting the federal definition of a highly
qualifies teacher?
Teachers who provide direct instruction in:
     Health and physical education

     Career education, Family, Consumer and Life Skills (practical arts)

Educational Services personnel (i.e. Speech teachers, guidance
counselors, child study team members, librarians, nurses)>
