It is not only beginning teachers who must take these tests.  Despite the claims of 
the reciprocity compact, many states require even experienced teachers to have 
passed the subject area PRAXIS II tests to get a teaching certificate or license in 
their state.  I have not had a problem getting my Library Media Endorsement as I 
completed my MLS and CT Library Media certification, but if I want to fall back on 
the earlier certifications in Elementary Education, or Secondary - Math and 
Sciences (B.S.), I will need to take a pile of tests.  I find it very interesting 
that a 48 semester hours of graduate level courses in Education and a Masters in 
Mathematics don't prove that I am "highly qualified" but a two hour Saturday 
morning test will.

The PRAXIS is a series of tests administered by the
Educational Testing Services for beginning teachers. It is required by some
states before a new teacher can get a teaching certificate. The passing scores
are established by each state.
