According to the NJ Dept. of Ed. website:
For the first time, the federal government has established qualifications
for Title I paraprofessionals in section 1119 (c) New Paraprofessionals.
The law states "Each local educational agency receiving (Title I funds) shall
ensure that all paraprofessionals hired after the date of
enactment (January 8, 2002) of the No Child Left Behind Act of 2001(NCLB)
and working in a program supported with (Title I) funds shall have:
(A) completed at least 2 years of study at an institution of
higher education;
(B) obtained an associate’s ( or higher) degree; or
(C)
met a rigorous standard of quality and can demonstrate, through formal State or
local academic assessment
(i) knowledge of, and the ability to assist in instructing,
reading, writing, and mathematics; or
(ii) Knowledge of, and the ability to assist in instructing,
reading readiness, writing readiness, and mathematics readiness as
appropriate."
The law further states, "The receipt of a secondary school
diploma (or its recognized equivalent) shall be necessary but not sufficient to
satisfy (the requirements outlined above)."
On another page it states:
Who is exempt from meeting the federal definition of a highly
qualifies teacher?
Teachers who provide direct instruction in:
Health and physical education
Technological literacy
Business and Vocational education
Career education, Family, Consumer and Life
Skills (practical arts)
Educational Services personnel (i.e. Speech teachers, guidance
counselors, child study team members, librarians,
nurses)
