ALA's Newbery and related pages explain pretty clearly what is
going on.

The Newbery committee each year is composed of about fourteen
people; half of them elected by members of ALSC and half of them
appointed. I have never served on Newbery, but I have friends and
family members who have. It is a year-long process.
