GEN: TV "belts"

Some of the safety belts for securing a television to a A/V cart have =
been pulled off the TV's and are just hanging off of the cart.  The =
belts are some sort of "rachet" mechanism.  For the life of me, I don't =
know how to loosen the belts so that they can be reattached.

Can anyone give some sort of instructions so that I can loosen and =
resecure these belts? =20
