Question on Staff Communication

Dear LM_Netters:
    Here's a pretty basic question, but one I've been assigned to research
an answer for -- what does your staff and administration do as a whole to
assure adequate and functional communication between all staff members (at
all building levels). Our district currently has email access for all
teachers, with phones in every classroom, so you wouldn't think this would
be a problem, but we're looking to improve on our interschool communication.
Are there any solid ideas that you use in your school district? Thanks.
