REF: Quote source "What a school thinks of its library.."

 We've seen on posters.. and perhaps other places.. the following quote:
 
 "What a school thinks about a library is a measure of what it feels
 about education" ...
 
 ..or something similar.  It has appeared in "Emergency Librarian" but I
 understand that they do not know its source.
 
 Does anyone know if this is a "bona fide" quote and from whence it
 comes??  Thank you.
